City approves apartment plats
The Highlands of Parshall project continues to have a faint pulse.
The Parshall City Council approved plat drawings for lots that would be used for apartment buildings north of Seventh Ave on either side of Main Street. The location would put the apartments just north of the Parshall High School.
Linda Klebe, a realtor and builder from Fargo, laid out the plans for the city council. She is working with the property owner, Barry Arfa, to move the long-stalled Highlands project forward. Getting the plats approved is a step forward to secure the financing for the construction of two 30-unit apartment buildings. The two lots would total 15 acres. Additional apartments could be built on the site once the first units are completed.
Council members were concerned that the two plats Klebe submitted didn’t include the extension of Main Street that would be needed. City Attorney Bill Woods said not reserving the street for the city could complicate the approval process and cause Mountrail County to reject the plat. Klebe said she would have the surveyor make the necessary corrections to the plat as required by the county.
