New scam finds targets better prepared

Scammers, especially those putting Nigeria on their email letterheads, should be getting smarter. They aren’t, but their targets seem to be.
The latest scam is a threat to turn the email’s target/victim over to the “international court of justice” on a “warrant of arrest.”
What is the requirement to not be reported? The email victim is directed to send “immediately” their full name, address and phone or cell number to the Rev. James Kelly at FBI headquarters. After this, $350 will have to be sent to secure a “Clearance Certificate” so that “DHS (US Dept. of Homeland Security)” will not find the email victim in violation of their rules.
Adding a display of authority on the top of the email is the logo and address of the FBI Headquarters in Washington. Alongside this is the logo and address, supposedly, of EFCC Headquarters in Lagos, Nigeria. Ding, ding, ding!
The letter also talks of the “lay down rules” of DHA; authentic and original copy of the clearance certificate; and that if you don’t do what they say within 24 hours they will have to take legal action immediately.
The letter also warns that the letter writer, notable an FBA agent that is a “Reverend,” no less, is charged with the responsibility of implementing Legal norms” and their “authority is irrevocable.” So… you must not dare dispute their instruction but just act as instructed. It further states, somewhat other confusing statements of “The person you know will not help you in this matter rather abide by this instruction. The funds in question were deposited by those people that contacted you.”
